The official Franklin emergency-services page states that the town has no police department. Pendleton County Sheriff and the West Virginia State Police provide law enforcement. The town notice confirms why a Franklin requester must identify the responding agency before asking for an officer narrative or related material.

Note: Franklin is Pendleton County's only incorporated town, but incorporation does not create a town police agency or records system.

There is no Franklin Police Department. For town incidents, the practical local office is the Pendleton County Sheriff's law-enforcement operation at 10 South Main Street, P.O. Published weekday hours are 8:30 a.m. to 4:30 p.m. The office has no online report portal, downloadable request form, app, local history-letter product, or posted copy fee.

Ask for a specific existing law-enforcement record. Supply the event or report number if known, approximate date and time, Franklin location, responding agency, and the exact item sought. State whether inspection, an electronic copy, an ordinary paper copy, or a certified copy is needed. If WVSP responded, contact its Legal Section at 304-746-2100 rather than asking the sheriff to produce a trooper report.

Franklin Criminal Records at South Main

Franklin's chief record-access advantage is that the sheriff, Magistrate Clerk, and Circuit Clerk share the current courthouse address at 10 South Main Street. They do not hold interchangeable files. The sheriff controls its incident and arrest narratives. The Magistrate Clerk handles misdemeanor cases and felony preliminary proceedings. The Circuit Clerk, on the second floor, maintains felony filings and judgments in Pendleton Circuit Court.

Some state and local pages disagree between 10 and 100 South Main for the courthouse complex. Current sheriff, clerk, and judiciary pages use 10 South Main. Use each office's separate post-office box for mail, and confirm the delivery number by phone before sending time-sensitive material.

Arrests and Bookings in Franklin

Franklin has no city holding facility or county jail lobby. Deputies and troopers transport people detained on local matters to Potomac Highlands Regional Jail and Correctional Facility in Augusta. WVDCR, not Town Hall or the sheriff, maintains the jail search and Daily Incarcerations report. A recent Franklin arrest can therefore create three records in three places: the agency report in Franklin or with WVSP, the booking entry with WVDCR, and the complaint at the Magistrate Clerk.

Search WVDCR Daily Incarcerations and Jails by last and first name. If there is no match, try spelling variants and the Prisons search because a sentenced person may have transferred. An arrest charge records probable cause at one point in time. A prosecutor can amend, add, dismiss, or decline counts, and a grand jury can return a different indictment. Compare dated sources rather than treating one booking label as the final Franklin case outcome.

A felony that advances then moves through the Twenty-Sixth Judicial Circuit. Searchers should not apply urban advice about a city court window to Franklin.

Franklin Criminal Records in Federal Court

Most Franklin criminal records remain in county or state systems, but a federal investigation or charge uses a separate route. Pendleton County lies within the U.S. District Court for the Northern District of West Virginia.

The district court site identifies the federal venue, but it does not turn a local sheriff or Magistrate record into a federal case.

The newest source is not always the final source. Use dates and custodian labels, then verify the disposition with the court that entered it.
